FY2002 Negotiations
IAFF FY2002 Contract Negotiations
July 10th, 2001
The FY 2002 Contract between the International Association of
Firefighters - Local 2067 was successfully ratified over the last
three days with a total vote of 90 For and 7 Against. The contract
is hereby ratified.
July 4th, 2001
The ratification vote for the FY 2002 Contract will be held on
Sunday, Monday, and Tuesday, the 8th-10th. The ballot box will be
carried to individual 'on duty' personnel on those days.
June 27, 2001
After nine productive meetings, the IAFF 2067 and the City of Norman
have found a peaceful resolution to the FY2002 contract year.
Members are now being advised on the issues to be ratified in the
upcoming weeks election. The members of the Negotiating team are
quite happy with the outcome and look forward to moving on to other
items in keeping prepared for next year.
May 31st, 2001
The latest session of negotiations between the IAFF Local 2067 and
the City of Norman was held again to continue hashing out the
insurance issue that remains on the table. The City brought to the
meeting a proposal they feel will best justify needed changes to
curb the cost of insurance in the future and the "said" burden the
City is facing with its funding. The IAFF asked for a pause in
allowing time to review the latest proposal and will confer with its
negotiating team, Local members, and its legal representative to see
what changes, if any, are needed to continue with the bargaining
process.
No future meeting date has been scheduled until the IAFF has time to reflect on this matter.
May 23, 2001
The seventh round of negotiations was held today between the City of
Norman and the IAFF Local 2067. The city responded back with
additional information that corrected the misinterpretation of the
ending balance when trying to calculate the balance of funds in the
insurance pool of monies. While both sides can finally agree on the
basic number of contributors in the plan and the amounts that both
sides of the table add to that fund throughout the year, neither
group can relate to the others as to the method used to determine
the predicted surplus or deficit for FY02 as it relates to the
Health Insurance issue.
Both the city and the IAFF continue to negotiate with the intent of bringing a solution to this situation. However, both sides are still troubled by past, present, and future changes in the Insurance Plan as it relates to the contract for the upcoming year. The IAFF as offered several key ingredients that would help to create a definite surplus, if not alleviate the need for concern in looking at future deficits in this fund.
The city and the Union will continue with session eight on Thursday, May 31st at 9:00 a.m. while the city prepares a response to the counter offer the Union had made regarding the compromises in health insurance. The site will be announced later.
May 9, 2001
The sixth meeting of negotiations typically mirrored the previous
meeting held a couple days before. "...dealt primarily with
additional fact finding and number verifying from, and shared by,
both sides of the table. The meeting wasn't lengthy, but both
sided felt as though progress was being made in trying to view both
sides of the Insurance issue that is presently taking the bulk of
the session time." The IAFF is currently awaiting a response
from the city for support criteria relating to the insurance numbers
that were provided by them argumentative to a possible future
deficit in the insurance fund. Up to date, the IAFF has predicted a
+$350,000 surplus in the fund for FY02 while the city is forecasting
a deficit. The IAFF's contention up till now is that there is very
little evidence to support changes in the Article #26 language
in the contract that would allow the city full control over the
insurance program without input from the IAFF or any other city
employee group. Without support provided from the city to warrant
such a change, it is the IAFF's view that changes are neither needed
or supported at this time. However, we are willing to concede fixes
that will enable a surplus to build allowing for future premium
increases to be absorbed in part by the surplus as should have been
happening from the outset. The next session will be held May 23,
2001 at 9:00 a.m. at the city offices.
May 7, 2001
The fifth negotiations session dealt primarily with additional fact
finding and number verifying from, and shared by, both sides of the
table. The meeting wasn't lengthy, but both sided felt as
though progress was being made in trying to view both sides of the
Insurance issue that is presently taking the bulk of the session
time. The next meeting will be held in short order with a scheduled
date of Wednesday, May 9, 2001 at 9:00 a.m. The location of the
meeting could be moved to an alternate room in the city offices.
April 20, 2001
The fourth meeting of the negotiating committee visited with the
City's team today for a few hours to share thoughts about the
current situation on health care. The meeting consisted of reviewing
the history of the plan and what direction both the city and the
Union can adopt in making it a more viable benefit to both the
employer and the workforce. No decisions were forthcoming at today's
meeting.
The next scheduled meeting will be on Monday, May 7th, 2001 at 8:00 a.m. in Building C.
April 10, 2001
The third negotiating session between the IAFF Local 2067 and the
City of Norman was held today with the City Negotiator bringing back
to the table their responses to the items already brought out to
negotiate by the IAFF during the last meeting. Bearing in mind that
it is still early in the process and with the exception of one item
that included a request for additional manpower to coordinate and
maintain the Medical Division of the department, to be discussed
later, all were practically denied with a resounding, "...we just
don't see the benefit to the City of Norman in this request...".
On the other hand, the city of Norman had begun to bring it's proposals to the forefront as well during this meeting. They, for the most part to date, include: (1) A base salary increase yet to be determined, (2) Random Drug Testing, and (3) a modification of language in the contract pertaining to health insurance.
The city had provided a sample of the language they had wished to change pertaining to Article 26, health insurance, and the IAFF team will review the changes, along with requested insurance figures, and make a recommendation of it's own to help remedy, (if such a remedy is needed...), this health insurance issue.
Needless to say, at this point in negotiations, the IAFF "...just doesn't see the benefit to it's members in this request..." to change the existing language at this time. The IAFF recognizes there is a rising cost in health insurance and is willing to entertain all ideas to make sure we all contribute to help offset these increases. There are many ways to do this and investigating all of them is the task at hand before the next scheduled meeting on April 20th at 8:30 a.m.
February 27, 2001
The second negotiating session between the IAFF Local 2067 and the
City of Norman was held yesterday in a uniquely pleasant and
straightforward approach by both sides of the table. A large portion
of this meeting was spent updating the City's team on a brief
background of where the Union stands on issues that concern their
bargaining unit and outlined a narrow history the Union and City
have taken in route to where it is today in the realm of goal
reaching for the Local IAFF.
The Bargaining Unit laid out it's needs for this FY contract in terms of a modest, but expected, COLA for this years negotiations in addition to laying the ground work for discussing other vital contractual items that will be presented in upcoming meetings adding further detail.
The City of Norman needed more time to review the items brought up in discussion by the Union and couldn't comment in detail as of this meeting.
The next scheduled negotiating meeting with the IAFF and the City of Norman will be held at the City offices on April 10th, 2001 at 9:00 a.m.
January 30, 2001
The ground rules for this upcoming fiscal year contract between the
IAFF Local 2067 and the City of Norman have begun. The first of such
meetings was short and sweet with the discussion of ground rules for
the upcoming negotiation sessions as the primary topic of
discussion. Please contact one of the negotiating team members or
Executive Board members for continuing updates on this issue.
The next scheduled negotiating meeting with the IAFF and the City of Norman will be held at the City offices on February 26th, 2001 at 2:30 p.m.
